Biography/History: Charles M. Waterman served as mayor of New Orleans, 1856-1858.
Scope and Content: Two licenses and two corresponding receipts for the payment of the tax imposed by Ordinance No. 3267 "concerning lewd and abandoned women." The licenses are signed by Mayor Charles W. Waterman.
